Under the leadership of Dr. Mahlet Kifle Habtemariam, Director General of the Office of the Minister of Health, Ethiopia was the first country to form a national NCDI Poverty Commission. Members convened for the first time in September 2016. In January 2017 the Ethiopia NCDI Poverty Commission hosted a 4-day workshop focused on ethical priority setting for NCDI interventions that brought together Commissioners and 10 experts and researchers, including Lancet NCDI Poverty Commissioner Ole Norheim. The Commission is currently in the process of defining NCDI intervention and service delivery packages aimed at expanding the current national NCD agenda to reach those in poverty.
Mahlet Kifle Habtemariam (MD, MPH)
Dr. Mahlet Kifle Habtemariam is a medical doctor with a master degree in public health from the University College of Dublin. She has served both as a clinician and public health specialist in the Ethiopian Health system. Dr. Mahlet has held the post of Director General in the Office of the Minister of Health since October 2015. During her tenure at the Ministry, she has served as a manager for the national HIV/AIDS program, manager for the prevention and control of NCD’s program, and acting director for Disease Prevention and Control Directorate. In addition to leading the engagement to roll out cervical cancer screening services, Dr. Mahlet has also been a champion and led the development of the first national strategic action plan for the prevention and control of NCDs, and the first national cancer control plan.
In her current role, Dr Mahlet is in charge of managing the office of the Minister and overseeing the operations of the various directorates and parastetal agencies. She monitors the implementation of the Minister’s key priority initiatives, including the five transformation agendas of district transformation, information revolution, quality, equity and the development of compassionate, respectful and caring health care providers.
Dr Mahlet gives oversight to the National NCDs Prevention and Control Program with specific focus to the integration of NCDs prevention and treatment services in the primary health care system and affordability of oncology and hepatitis treatment. She is the chair of the Ethiopian National Lancet NCDI Commission in the development of a national investment case for pro-poor policies and integrated health service delivery platforms for NCDs and injuries.
