Policy Coordinator

Overview
The Center for Integration Science in Global Health Equity (CIS) is an innovative collaboration of Brigham and Women’s Hospital, the Department of Global Health and Social Medicine at Harvard Medical School, and Partners In Health. CIS serves as a co-secretariat for the NCDI Poverty Network, which is dedicated to improving the lives of populations doubly afflicted by extreme poverty and noncommunicable diseases and injuries. The CIS provides technical, policy, advocacy, and financial support for National NCDI Poverty Commissions and implementing partners in Network countries as they progress through a four-phase theory of change, including situational analysis of disease burden and health system capacities, priority setting, design of integrated delivery strategies, and implementation of clinical services within the public sector.
The NCDI Poverty Network has pioneered the development and implementation of PEN-Plus (the Package of Essential NCD Interventions - Plus) as an integrated service model for severe childhood-onset chronic diseases, such as type 1 diabetes, sickle cell, and childhood-onset heart disease. PEN-Plus is currently implemented in 15 countries across sub-Saharan Africa, South Asia, and the Caribbean, and has been endorsed by the WHO African Region as a regional strategy. The CIS works closely with national governments, development partners and donors, UN agencies, and local implementers to finance and scale implementation of PEN-Plus in countries with extreme poverty.
The CIS is now recruiting for a NCDI Poverty Network Policy Coordinator to directly support National NCDI Poverty Commissions and in-country partner organizations to plan and execute activities related to the NCDI Poverty Network’s four-stage theory of change. Directly reporting to the Senior Director of Policy and in support of Regional Advisors, the Policy Coordinator will lead direct communications with National Commission and other in-country focal points for Network activities, develop and review technical content, and build workplans and support partners with achieving key milestones.
The Policy Coordinator will also support Regional Advisors with technical review and contribution to PEN-Plus National Operational Plans for PEN-Plus and associated in-country partnership engagement to implement these plans with local stakeholders. The Policy Coordinator will support the Senior Director of Policy in technical partnerships with leading multilateral global and regional agencies (e.g., World Health Organization, UNICEF, Africa CDC) and assist with organizing meetings and events (both virtual and in-person).
Finally, the Policy Coordinator will coordinate with key CIS technical teams (e.g., Integration Science, PEN-Plus), and collaborate with the CIS Administrative Director to ensure appropriate financial planning and reporting of activities within the policy workstream. Overall, the Policy Coordinator will be expected to navigate a complex virtual and multicultural environment—and detailed organizational and multi-tasking skills will be paramount.
Principal Duties and Responsibilities
The principal roles and responsibilities of this position are to support the Senior Director of Policy on the activities detailed below:
Support for National NCDI Poverty Commissions and other in-country policy-oriented activities:
Lead on project management for policy-oriented “Phase I” activities of the Network, including project planning, organization, and reporting
Plan, schedule, and execute routine communication with in-country partners and focal points to ensure timely execution of planned activities
Develop, review, or edit technical content associated with NCDI Poverty Commission or other in-country policy-oriented activities with the Senior Director of Policy, Regional Advisors, and other Secretariat members. Technical content includes analyses or reports detailing topics such as disease epidemiology, health system capacities, priority setting, and/or health financing.
Ensure updated Terms of Reference with in-country partners for policy-oriented activities
Support development, costing, and in-country partnership building for PEN-Plus National Operational Plans
Support technical review and development of PEN-Plus National Operational Plans, in particular resource estimation
Engage local, regional, and global stakeholders in dissemination, review, and alignment of National Operational Plans
Collaboration with key technical global or regional partners
Organize and structure regular communication with key regional/global multilateral or technical partners of the Network, including meeting agendas, minutes, and follow-up
Develop shared technical outputs from technical collaborations, such as meeting reports, joint analyses, or communication materials
Ensure updated Memoranda of Understanding with collaborating technical partners
Coordination within Secretariat technical teams and administration
Coordinate the NCDI Poverty Network Steering Committee materials and briefings
Organize and coordinate monthly NCDI Poverty Network Secretariat Rounds and other virtual meetings and events, such as internal briefing sessions or Network member events
Organize and facilitate Network co-Secretariat communication and collaboration (between Boston and Maputo)
Coordinate policy workstream activities closely with other Secretariat teams and workstreams, primarily Integration Science, PEN-Plus, and Advancement (including Advocacy and Membership and Engagement)
Provide routine updates and communication with CIS Administrative Director to ensure proper budget planning and execution of subawards to in-country partners
Qualifications
Advanced degree (minimum Masters degree) in Public Health, Health Policy, or similar field is required
Minimum 5 years of project-oriented experience and proven results with health systems, health system strengthening, or health policy in resource-limited international settings is required
Extensive work experience (5+ years) in countries that are part of the NCDI Poverty Network is highly desirable
Working Conditions
Primary virtual work environment where ability to work independently and self-motivation are highly valued
Ability to navigate a complex virtual and multicultural work environment across time zones is required
Availability to travel internationally (up to 10% FTE) for partner meetings and events, primarily in sub-Saharan Africa and South Asia, or with the co-secretariats in Boston or Maputo

Director of Finance and Operations

Overview
The Center for Integration Science in Global Health Equity (CIS) at Brigham and Women’s Hospital (BWH) is a global leader in advancing innovative approaches to health equity. Founded and directed by Harvard Medical School Professor Dr. Gene Bukhman, the Center develops and evaluates integrated care delivery models and nurtures integrated social movements. The CIS is the World Health Organization’s (WHO’s) Center for Integration Science and Service Delivery.
The CIS is administratively housed within the Division of Global Health Equity, part of the Department of Medicine at Brigham and Women’s Hospital. The Division supports interdisciplinary training, research, and implementation efforts aimed at reducing disparities in disease burden and improving treatment outcomes both in the United States and globally.
The Center serves as the co-secretariat of the 29-country NCDI Poverty Network, alongside the Universidade Eduardo Mondlane (UEM) in Maputo, Mozambique. In this role, CIS helps coordinate a global network of clinicians, researchers, policymakers, and advocates working to improve care for people living with severe noncommunicable diseases (NCDs) in low- and lower-middle-income countries. A major focus of this work is advancing the PEN-Plus (Package of Essential Noncommunicable Disease Interventions–Plus) strategy, which expands primary care hospital capacity to treat childhood- and young adult–onset conditions such as type 1 diabetes, sickle cell disease, and rheumatic and congenital heart disease.
The Director of Finance and Operations at the CIS oversees the operational, administrative, and financial aspects of the Center, including grants management, budget development and monitoring, operations, and human resources. This position acts as a central member of the leadership team, reporting directly to the executive director and working closely with the Center’s other five directors to provide input on long-term planning and drive administrative and operational systems.
Principal Duties and Responsibilities
The principal roles and responsibilities of this position are detailed below:
Financial Duties and Responsibilities:
Responsible for the overall financial management of the Center’s grant portfolio
Closely monitors the budget, including monthly analysis of expenses, to ensure spending is on track, and regularly updating the executive director on concerns and recommendations for budgetary changes in relation to programmatic needs and staffing
Manages 28 active subcontracts to international partners in 22 countries
Prepares financial reports and annual budget revision requests for sponsors in accordance with sponsor deadlines and policies
Administrative and Operational Duties and Responsibilities:
Provides overall administrative and operational guidance to the Center’s team of more than 30; serves as a resource for day-to-day administrative requests and concerns; ensures all faculty and staff are trained in their positions and have the tools they need to do their jobs effectively; ensures awareness of resources offered by Mass General Brigham; and cultivates and provides opportunities for rising talent within the Center
Serves as the administrative and financial liaison between the Center and the Division of Global Health Equity, working closely with the Division’s administrative director, MGB Research Management, donors, and partners
Directly supervises members of the Administrative Team, including the finance and operations manager and the project coordinator
Manages HR processes, including recruitment, interviews, hiring, onboarding; ensures timely completion of annual performance appraisals; engages in promotion processes
Reviews and approves daily timesheets and time-off requests for 15 staff
Manages the Center’s calendar of technical and financial reporting deadlines and submissions due to donors, oversees progress toward achievement of milestones, and proactively assists in keeping team members on track to meet reporting deadlines
Working in close collaboration with—and serving as a thought partner to—the executive director, contributes to long-term planning to create initiatives that further the Center’s goals, and identifies and makes recommendations for staffing needs, structural changes, and [missing third item in list?]
Develops the Center’s internal administrative and operational procedures to ensure efficiencies and the optimal use of resources; develops appropriate documentation (SOPs) and manuals for distribution to all faculty and staff
Work collaboratively with the Programs Team to ensure successful execution of subcontract budgets and smooth communication between all subcontractors while also providing significant support for financial management and the contracting process
Works collaborative with the Advancement Team to provide oversight on budgets, vendor contracts, and logistics for all large-scale events
Provides mentorship to junior staff in program management roles
Manages 12 active consultant agreements, ensuring all consultants meet deliverables and receive payment in accordance with the terms and conditions of the contracts
Post-Award Activities:
Serves as primary liaison between Brigham and Women’s Hospital and subcontractors, including frequent communications with subcontractors across 22 countries for budget management, contract set-up, modifications, and terminations
Leads post-award grants management for all awards, including fund and grant set-up, and works with the Division and central Research Management teams to ensure timely set-up
Ensures compliance with funder and grant terms and organizational policies
Monitors deadlines and coordinates reporting processes, including identification and consolidation of all components, for accurate and timely submission
Pre-Award Activities:
Coordinates and prepares grant applications, identifies and organizes all components necessary for submission, tracks progress of applications, and coordinates with the executive director and teams throughout
Prepares forms and documents for grant submission, including the grant proposal, budget, internal forms, and paperwork on any subcontracts
Works closely with subcontractors to review and complete subcontract applications and budgets and to address grants compliance questions and processes
Submits applications for Research Management review and make necessary corrections prior to submission to sponsors
Tracks pending award submissions and sees through [manages? oversees?] negotiations processes
Qualifications
7–10 years of experience in program management, finance, administration, and operations, especially those funded by nonprofit foundations and related to global health
Bachelor's Degree in Healthcare Administration, Business Administration, Public Health, or Related Field of Study required or Master’s degree in Public Health, Public Administration, or Related Field of Study preferred.
Significant (3–5 years) demonstrated experience in successful management of international subcontracts
Experience managing human resources processes related to recruitment, interviewing, and onboarding
Experience working with principal investigators to make decisions about operational, human resources, and financial needs
Ability to work effectively, collaboratively, and diplomatically with investigators, hospital administrators, and sponsors
2–3 years of experience managing junior staff
Excellent knowledge of sponsor rules and regulations and the ability to ensure work complies with terms and conditions of contracts

T1D Clinical Lead

The Type 1 Diabetes Clinical Lead at CIS is a part-time consultancy to join the PEN-Plus programs team in providing clinical expertise and technical and programmatic support for PEN-Plus clinics caring for patients with type 1 diabetes across Africa and South Asia. The Diabetes Clinical Lead will have deep and immersive experience in providing clinical care for people living with type 1 diabetes, preferably in resource-constrained settings. S/he will be a team player, a creative problem solver, and eager to roll their sleeves up and think about all aspects of implementing high quality type 1 diabetes care which includes: training and mentorship programs for a variety of frontline clinical providers; monitoring & evaluation; clinical case reviews; supplies and consumables guidance; social and economic support systems; peer support programing; and more.
Scope of Work
Technical resource development:
Develop, refine, and improve diabetes training materials, protocols, and other references for the Resource Library, in collaboration with Resource Advisors and Training Team
Support updates, data review, and provide other technical support for the PEN-Plus Diabetes e-learning platform
Participate in other technical support as core clinical expert: M&E, program design, etc.
PEN-Plus Diabetes Expert Group:
Facilitate the Expert Group meetings
Liaise with Expert Group co-chairs, ensuring they are up to date and engaged
Work closely with Programs team point person(s) to develop agendas, gather input, and prepare presentations for the Expert Group
Ensure notes from Expert Group and any action items are followed up on in a timely manner, including feedback to broader Programs Team
Track and document Expert Group activities and deliverables
Provide clinical and technical support to PEN-Plus teams:
Prepare for and co-facilitate regional and local diabetes case review calls in close collaboration with Regional Advisors
Prepare for and co-facilitate other technical calls with PEN-Plus teams
As needed, conduct other technical teaching sessions with PEN-Plus teams
As applicable, in-person support for PEN-Plus clinical care and quality
Advise on selection of medications and equipment for PEN-Plus and any related revision of protocols and training
Support coordination with disease specific partners and communities:
Proactively initiate and facilitate connections for CIS and the PEN-Plus teams with the programs, leaders, and communities in the specific conditions
Where relevant, coordinate work with clinical consultants who are also supporting PEN-Plus in respective clinical are
Work longitudinally with the Programs team and the Partnerships team to ensure robust relationships, coordination, and communication with communities for the specific conditions
Actively engage with partners to spread awareness and advocate for the PEN-Plus model of care and represent PEN-Plus progress and priorities within networks working on these specific conditions
Proactively identify partnership opportunities in the disease specific community for sharing materials and experience, standardizing clinical interventions, and working together on programming, policy, or research projects with partners. (e.g. ISPAD, ASPAED, etc.)
Qualifications
Bachelor’s degree in medicine with specialty in Family Medicine, Pediatrics, Internal Medicine or equivalent OR an advanced degree in clinical nursing with clinical experience caring for type 1 diabetes.
Formal training in endocrinology is also required; in rare circumstances this could be replaced with extensive clinical experience in type 1 diabetes care
Minimum 5 years of experience in clinical work in a rural and/or resource-limited setting
Experience in clinical teaching, training, and mentorship
Experience in program management and implementation in rural settings is a plus
Strong English communication skills, both written and oral. French or Portuguese skills highly desirable
Impeccable communication skills in a virtual environment and ability to manage work in different time zones and across many teams and stakeholders; must be open to flexibility regarding working across time zones to communicate with colleagues in Africa and Asia as well as significant time on international video phone calls given large degree of virtual work for this post.
Strong technical writer specifically for clinical training materials and protocols, with experience independently drafting and editing technical documents for various audiences
Flexible disposition and able to work in complex environment while maintaining optimistic outlook and collaborative team-based approach
