PEN-Plus Resource Library
Countries worldwide have launched PEN-Plus clinics to provide lifesaving care for people with severe noncommunicable diseases in low-resource settings. Many more countries have embarked on the planning stages of PEN-Plus adoption, and still others are looking to adopt the proven, integrated, and cost-effective care delivery model.
Throughout these stages, the NCDI Poverty Network serves as the principal technical partner. To help ministries of health and implementing partners follow best practices in planning, launching, and expanding their PEN-Plus programs, the Network’s Programs Team has created the PEN-Plus Resource Library, which includes a range of tools aimed at helping planners and implementers develop their plans, budgets, facilities, clinical practices, training and mentorship programs, procurement systems, supply chain management, and monitoring and evaluation practices.
These resources represent the experience of 14 countries in sub-Saharan Africa and South Asia in launching and expanding PEN-Plus clinics. The extensive research and data analysis of Network scientists and collaborators have also informed the development of these tools, as has the guidance of clinical experts, ministries of health, healthcare providers, master trainers, and disease specialists from around the world.

PEN-Plus Clinical Tools and Programmatic Standards
The PEN-Plus Clinical Tools and Programmatic Standards handbook informs clinic and program planning, budgeting, and operations by closely detailing PEN-Plus clinical care, including the requisite diagnostic, treatment, and patient support services. The handbook also helps clinics extrapolate other parts of the program, such as lists of essential medicines and equipment, training needs, and healthcare-provider competencies.

PEN-Plus Partnership Strategic Plan (2025–2028)
Springboard for Action, the Network’s strategic plan for 2025–2028, provides an overview of PEN-Plus and details how the success of the model over the past three years has created a tipping point for reaching ambitious expansion goals. The plan also discusses the Network’s strategy of accelerating this progress by focusing on three priority areas: equity, quality, and financing.
